Technically not a wheel "brake", this kit mounts behind the wheel and applies enough friction that it acts as a brake. It will not lock your wheel firmly in place during rough conditions, but under normal conditions it will keep the wheel from drifting. Comes with instructions.
If it's the same as mine, it gives you a smooth increase in wheel resistance. With the outboard disconnected, you can go from no resistance up to feeling similar to the outboard weight on the wheel. Mine does not "lock" - even at maximum hand tight setting. I haven't tried using it to hold course while sailing, so can't advise you on it. Came with the boat when I bought it.
Not sure - I look at the top and it says BOAT and there is a picture of my ugly face so I think I might be a log. Hey! I just noticed I have a Bell with a red 1 and a Notification! I will look in there.

I have that on my boat and I always thought it might be broken because it would not lock the wheel. Now that I am hearing that it is a friction only and not a full lock it makes more sense on how it works. I cannot say that I like it because it takes a lot of tightening just to get it to do a friction stop.
If you have the motor disconnected while sailing, a little friction might be good. Not really sure it's a high value mod though. As Todd notes, it won't lock the wheel.

Now that I see the picture and the spec sheet it looks like his problem is the knob is hitting the steering wheel collar before it is all the way tight.
He may need to either get a longer screw on that knob, reduce the size of the knob, or drill into the steering wheel collar trim.
