Keel cable bolt question.

I'm rehabbing a V17. It is ready for paint but I'm waiting for warmer weather. In the mean time I'm working on other problems.
Im replacing the bolt that supporrts the keel cable as it passes through the keel valve, it has a grove worn half way through it from the friction of the keel cable.
It was a 3/4" bolt and when I tried to screw the nut off booth the nut and the bolt head twisted off leaving the bolt shank still in the keel valve. I've tried to remove the bolt but it is either coroaded in place or it is actually screwed into one side of the keel valve. Bottom line is it's not coming out, yet...
Have any of your ran in to this problem? Any suggestions?
Can anyone tell me if the keel valve is made of steel and encased in fiberglass and epoxy?
Last question, am I using the correct name for this part of the boat that the cable passes through, keel valve?

Is the part you are describing actually on the keel itself, or on the boat?

i had a wear bolt in the aft part of my centerboard truck, that acted as a guide for the cable as it exited the trunk and got winched by the winch there...Is that what you are talking about? my bolt was a simple bolt through type with rubber washers under it to prevent leaking. i never had a problem getting it out.
if youve sheered off both the head and the nut, and tried to use a punch of something to drive it out, the next thing to do is drill it out. get the best bits you can find, make sure to center the bit perfectly, and dont be in a rush.
in my boat, a v222, the bolt was important because otherwise, the exit opening for the cable would be damaged by the sawing of the cable against the fiberglass.

I think we are talking about the same bolt. My only hope is that it is not stainless. The good news is that I have a few months before sailing weather is back.
