Venture 21 pivot Bolt

Calling for your help and advice. Prior to begin any work on the boat I want to identify all the bolts involved in the swing keel system.... I want to remove the keel to check all the parts, change the cable, put back a manual winch (with a clutch) sandblast the keel and change all bolts that need to be.
So if you could go trough the few attached picture and comment ... thanks

Looks to me like someone did a shoddy repair at some point. I dont know what purpose a piece of wire would serve glued into that mass.
