As a reference, an inner tube is a torus; approx. 50 litres in volume by my estimate. So if your boat weighs, say 4000 lbs, you will need 36 inner tubes*. (4000/ 2.2 / 50 ) Or the equivalent, neglecting lots of other things. :D
thnkx for those calculations......now let me get back to the drawing board!

where is my calc????

I was missing some on my 22 and tried the type you get when you buy electronics for packing and it eventually starts coming apart and makes a mess. I just happen to get lucky and found blocks of it on the shoreline that came out from under docks at our lake. Luckily with our swing keels we can get right up to shore! The noodles could be an option till you get the right stuff so that was good advise.
im looking in trash dumpsters and found a few

I recon old lifejacket filling is the way to go.

Every boat I have ever bought (there has been MANY) has come with 3 or 4 old life jackets, I must have 15 or more sitting in my garage even after I have given / thrown a heap away.

I pulled one apart and its made up of layers of high density foam, each around 5mm (3/16") thick.

If you had ones as old as I've seen here, they used to be filled with kapok. Never owned one, but have seen some in really old boats. Ones like you would never want even touching your body. :D

Life's like that, good things come to people who wait!

Assuming, as above, a 4000 lb boat (you can substitute the actual weight), you need 1800 litres of volume, or 96 ft^3.

Each 4 X 8 X 2" sheet is about 5.3 ft^3 , so you will need to fit at least 18 sheets of foam in there somewhere.

Good luck Taz!

Keep in mind that that stuff (EPS) is flammable, so, once it's placed, you don't want it more exposed to that risk than it needs to be. In a house it has to be covered (like by drywall) to meet building codes. You can test a small piece with a match if you are in question about it.
