Like the 'fins', this device has been discussed before, Jose, with mixed results - some liked it, some didn't. You might want to do a search for details.
From a technical point of view I can see no reason why it would save fuel. Probably the opposite would apply.
A nozzel around a prop for extra thrust must go all the way around and have next to no clearance.
As for acting as an aerofoil, nope I don't thing it would do that either
I think it would just create drag.
Go the proper aerofoil if you were going that way however is there not a statement somewhere saying not to fit one to a Mac??
If so what are the reasons as it would help get the boat on the plane??

The consensus or reports I've read indicates it does not increase performance by any measure.
As mentioned, a full cage that is designed with very close tolerances for your unit would increase thrust but decrease other performance parameters. There is a unit offered online, made of plastic, which will not increase performance either, but is a good item for flooded or crab or fish trap areas to prevent debris from being struck by the prop, and if swimmers are going on and off the transom, keeps flesh away from the blades, which can cause cuts even when they are not engaged or the motor running.
Last year: Due to intermittent cavatation problems when running at WOT with a DF50 on a 26M with no ballast, I bought the powerthruster. The material used is of good quality and was an easy bolt on.
I did not hear the cavatation or the engine hitting the RPM limiter that I had in a mild chop D:11.5 x P:10 prop.
When looking back at my path through the water I saw the exhaust bubbles surface farther back than previously. It really is noticeable in the turns at WOT, no cavatation. For me it was WORTH the money and it will save kick up rudders from getting a gouge from the prop.
The P/T did not decrease my speed last year
This year: I removed the Power-Thruster and bought a 12x 10 stainless steal prop, less flex another .5 MPH.and it has stopped the cavataion .
When the water gets warmer I will put the P/T back on and see what it does for speed.
I have the PowerThruster. Can't tell you for sure if it saves gas or improves performance because it came with my boat. Never had it off. But I seem to get performance with my 40HP similar (or sometimes better) to what I read about others with 50HP...but that can also be due to weight, bottom cleanliness, tides/winds, etc...
I like mine for one reason only. When docking, manoevering at low speeds with foils up it seems to give some purchase . That is to say that I have better steering controll at low speeds. I have not witnessed any discernable difference in fuel consumption.
