It does appear that you may have a windlass on deck, but can’t see it well enough to tell. Is that pole actually connected to the top of the windlass? I thought it might be a gin pole, or a spinnaker pole, but if it’s connected to the top of the windlass, and there’s another forestay, your assumption may be correct. Is there a spot on, or near the windlass to attach an inner forestay? Are there blocks for sheeting a stay sail on deck? Or is there a curved track on deck for sheeting it?

Pics show it with a jib only, so no clues there.

My Brother-In-Law lived on Camano Island (Sunrise Pkwy) and would launch is small dingy sailboat from the park. The tricky part for him was the currents could get dicey. He like to launch from Lake Stevens because....no tides.
That might be a good idea for starters until you get used to the boat. Also, I remember he said the ramp was busy on the weekends and that gets intimidating to have a line of people waiting.

If you haven't, I would strongly recommend a boating course like the Coast Guard or USPS. It will give you more confidence in simple boat handling. Probably nothing with sailing however.
