Fatal San Diego Capsize

I don't believe I ever saw a posting regarding an update to the capsizing of a 1988 MacGregor sailboat, (26D?), that occurred on March 28, 2011 in San Diego Bay. Two passengers were killed in the mishap. Its a bit old, but, the San Diego Harbor Police did publish the results of their investigation on July 27th.
Basically, they found:
The boat was overloaded.
The weight was distributed unevenly.
The sail was held together with duct tape and staples.
There was NO evidence that the weather was a factor.
The ballast tank may have been empty at the time of the capsize.
