MacGregor 22 Keel Lockdown Bolt

On my 77 Mac V22, I am confused regarding the keel lockbolt. I found the bolt hole according to the drawing in the manual but it is only accessible from the port side. The liner covers access from the starboard side. No removable white cover as per the manual.
I checked under my seating area access cover and reached up and could not find where I would attached the nut on the starboard side.
Without access to the starboard side, I cannot put a nut on the end. Does anyone know how I secure the keel?

Hi Craig,
On my V22, I remove the panel under the seat cushion and reach my hand through the opening and up. Once you put a bolt through, you can feel it from the other side.

HI Craig: I'm stumped. Keel lock bolt hole should be just above and slightly forward of pivot bolt under the forward dinette seat. There should also be a hole on the port side to tighten nut or wingnut. Can you post a pic? I'd be careful. Don't go out in any heavy wind without keel locked down. Great! Although the previous owner of mine never locked the keel (he didn't know he could), I don't think it's a great idea.
On my Venture, the holes were simply covered with round pieces of duct tape. Not exactly nice looking. I found a company,
www.non-ferrousfastener.com, that sells nylon plugs and ordered a white set for all the holes. They just arrived today so I haven't had a chance to see how they work

I think on my boat someone cut a hole on the starboard side so that they could easily get the nut on the keel lock bolt.
I have a few other places the lining is cut on boat in the cabin area, its quite odd. I can't figure out what they were thinking.
Does your port side look like this below?
