Safety Reminder-Wear those PFD'S

OK - we're in suspense now. Followed the link, any more info than that? He wasn't wearing a PFD, or was he? I ask because wearing a PFD actually increases the likelyhood of entanglement. We don't know from that story that he drowned- strangled maybe (?) Pretty scant info to draw any conclusion from.
There's a googolplex of good reasons to wear a PFD, but I don't see any there. Help me out and clue me in here.
