Neutral bypass

I can't find a way to throttle-up my engine without engaging the gear. I have searched the site and only found one instance of my problem and his solution does not work in my case. Or, at least it does not appear to. When I try to pull out on the shift/throttle lever it will not budge. Have I got something hooked up wrong or something out of adjustment? My shifter looks likes this:

User error. My old '79 power boat had a throttle where you pull the whole throttle handle out and pushed forward to go forward and reverse to go backwards. It had a separate lever to pull out if you wanted to activate the neutral bypass to open up the throttle without being in gear. I forgot that you pulled UP to put the 26M into gear. I reverted to the old way and in thinking that I was pulling the lever out so that I would be in gear, the new fangled throttle was in neutral bypass

Can't say that all motor controls provides for this, but on mine (and I just discovered this not long ago), there is a knob located right at the hub of my throttle arm. Once in neutral, you push the hub button in and move the throttle forwared and the engine will race while still in neutral :)

Of course this is handy when you are hanging on the hook and want to race the motor and hasten a higher charge rate to the house batteries.
