As you drifting you are "underway" as you are not secured to land or at anchor, therefore normal running lights should be run.

Last year I was officiating at a night race, we were out in the middle of the bay just drifting as the fleet went passed, off in the distance we just caught sight of a light that would come on every few minutes or a minute or so then vanish, turns out it was a fisho who thought it was acceptable to be anchored in the middle of the bay without lights (he was obviously trying to conserve his battery by turning the lights out).

The issue was he had about 30 odd pretty large sail boats bearing down on him, without lights by the time they saw him it would be way too late,
