Okay, I will bite on this one. To what do you attribute my perceived difference in water quality between WA and BC, if not marine dumping? WA also has some large coastal cities.

The way the cities handle their raw sewage dwarfs the impact of marine dumping. San Diego water quality is very poor depending on the current because while San Diego treats its raw sewage, we're next to Tijuana which dumps it raw into the ocean. It would be pointless to have a discussion about water quality comparisons until you know exactly how both cities treat and manage their sewage before it goes into the ocean.
