My BOW experience
Guys - i realize completely that a planing bow smashing on waves is dangerous for any one up there. but - with the ballast full and WOT at 13.8 MPH i might as well be on a river barge - even in the wake of the big cabin cruisers - ther eis more risk ogf getting struck by lightning on a sunny day than any one getting tossed up there. at leaast on my skinny little lake.
now - with no ballast - there were a couple of baby bounces up there today - no one was up there.

Yes - - they will be fine at 14MPH and have a great time.
I wouldn't shorten the tow rope - - - it is that length for a reason - - - even if I don't know what the reason is (maybe something to do with falling forward into the prop?)

Bob, it's your family. But in many states it is illegal to have folks on the bow at any speed. Please, pretty please be careful up there. At 4 MPH it's probably not as dangerous but I can show you a case where a woman died from falling over the bow.
I'm thinking you need some boating education. Go to USPS.ORG and sign up for a boating class. No doubt your state requires or soon will require some education. Don't get pulled over and fined.
Boating is a lot of fun and a great family recreation, but you need to not die on the water and learn how to boat safely. Boating safety is so important. This is a fun and enjoyable sport but also very dangerous in the hands of uneducated people..
