The problem did arise one time several years ago. but after I managed to apply some lithium to the rack and also the bottom end rod plus the use of a large pair of pliars, I was able to get things back to normal.

Nowadays if the boat has sat for up to a two week period, I routinely spin the wheel 10 - 15 times to ensure nothing has frozen.
