a Single handing solution is to close the ballest vavle at the transum before going forward to check to see if it is full.

Motoring out at 5-6 mph I would remember and send my first mate up forward and they would tell me they couldn't see any water in the vent hole. So I would bring the boat to just about a full stop, the boat would finish filling pretty quickly, put the plug in, close the valve, and be on my way.
Don't go anywhere while filling the tank. If you're motoring, the water is draining back out, so don't. Mine takes about 5 minutes to fill and I don't need the tube. I can see the water gushing out of the vent hole into the little bowl. While waiting for ballast to fill, I sue the time to drop the keel, lower the rudders, and take off the sail cover.

It should be under the V-berth, aft end. That's where I put them on all the boats I sell. Let me know if it's not there.
