Would the Baofeng UV-5RTP Dual Band Two Way Radio, UV-5R 8W High Power Version, Ham Radio Handheld work for what I am trying to do?

Just get a Baofeng and program in a few weather channels in your location.
Mine was under $50cnd
I have loads programmed into it.
(using their s/w tool)

And can be used to transmit

I will check at home for the exact model.
But it covers all freq's in the marine band.. and many others.
It was about $50-$60 Canadian pesos..
To program it all and set up menus you need the software (free usually included)
And a programming cable.

You set up all the freq's .. names... channel numbers..etc in a table, and can download it all into the radio.
VERY nice.

Off the top of my head (I will check tonight) I think it was the UV9R (waterproof) radio.

These radios will not do HF, or SSB, they are strickly VHF/UHF low powered hand helds and only transmit and receive FM. Your VHF marine radio already covers the VHF weather channels. You do have a VHF marine radio?

No. That is a CB radio masquerading as a ham radio so that it can be imported to the US.
