first it was not my intent to twist the metal rather to remove one of the mounting bolts and rotate as a whole and reattach. I see what you mean now, I do not have that, but I can get a vernier , was going to change the original out for some 1/4 in turnbuckles for the shrouds, the forestay already has one or two turnbuckles in the setup. but i think the adjust ability is easier with them..
gradually with the forums help this picture is coming clearer, sure different than the O'Day Daysailer, kinda like transitioning from a C-150 to a Cessna 206 or 182 RG, its doable its a airplane, but the systems and flight characteristics are different and take familiarization. if I could do that I guess I can do this.

what should the tension on the shrouds and forestay be.?

Who ever "advised" that 25 is not good on the ocean is full of grog. For 10 years we sailed from San Pedro to Catalina and dropped anchor for a week at a time. Sanata Barbara to Santa Cruz Island. Raced 120 miles from Newport Ca. to Ensenada MX. Navigated San Juans in Canada. If trimmed properly will perform well. Lake Mead can be a challenge do to high shifting winds. Common sense should always win out.

thanks for your reply on the comment of the 25 not being ocean worthy. My goal is to sail it to Florida (Jacksonville) not sure yet the starting point. Chesapeake bay ? do not plan on going far out but do not want to do the ICW as I want to sail. I will be leaving the boat with my Son (step) as a gift. this probably be next year, or two at the most. any advice would be appreciated. I plan on taking some trips and get my feet wet on Lake Erie or by the Chesapeake bay.
chime in let me know I'm crazy for thinking about this, or advice to make it a safer voyage. I would be looking at the most favorable weather window to start. looking to get a weather steering vane, ( DIY)

I was thinking about a split backstay, ( adjustable bridle) still contused on how the original backstay was configured, have not been able to find a good clear image of one. thew rest is falling into place, yes I do have a hole about 5-6 ft up from the foot. not sure why its there unless for some baby stays.

The two winches are not original. That is something that a PO has added. The hole through the mast is at the right spot for baby stays and the added winch sounds like someone has added a mast raising function to the boat. The baby stays will be two lengths of wire rope (cable) that can be fastened with a single bolt through the mast to either side of the mast. The bottom ends will connect with a bolt and nut to each of those two triangular tabs with a hole in the top that are held down with two bolts. There will probably be a flat piece of metal on each end of the wire ropes that the bolts will go through.

Thanks Be Free, gradually getting there. assembled the materials to make a MRS will do it in the next week or so, have a friend to help to minimize any mishaps.
