If it is and you do, and it's all jake, lowball at maybe $1,000, settling at maybe $1,200 or so. By then the seller will have been well marinated in expectation with a hint of desperation if you're the sole soul who's actually traveled to the world famous metropolis of Bradenton (population 54,437) for a looksee with actual cash in hand. What you might save should handily cover a fresh impeller, fuel line, filter or maybe even go some way towards its professional installation.

As for the "missing key" described in the ad, I am led to understand that all pre-2008 Honda BF40s and 50s with the control box ignition share the very same key type (Honda Part No. 35110-ZV5-003), so if you already have one, you've got one:

Well, it looks like that "Cheapest M19 we've ever seen" record has been smashed by nearly a "boat buck." I caught the following ad through our local DC craiglist this morning, actually in Pasadena, Maryland on the Chesapeake. I reproduce it here merely for posterity's sake, as I have no financial interest whatsoever in the matter:

1993 MAC 19 Project Boat. Needs TLC to fix a few small missing parts, and fiberglass repairs. Comes COMPLETE for sailing with: sails (2 mains and jib), sail cover, mast and boom with full stainless rigging, main sheet, mooring lines, anchor and rode, fenders, bimini top frame, full cabin cushions with dining table, galley sink, compass, cockpit cushions, and Trailer!. Moving so no time for me to complete. Great deal for sailor that's handy. This boat takes up to a 50HP outboard (not included) and will tow water skiers (or get you back home in a hurry if a storm is coming). Sleeps up to four adults. Sails and motors well - great for beginning sailor.
