amazing what one will do to go 2mph faster, i for one wouldnt waste the effort unless it would put me in the 25-30mph range for an M.

20% increase in HP with a 10% increase in performance is good and probably corect. Removing a restrictor plate is "Free Speed" (except for the additional fuel burn).
