Nah--these guys make an implied distinction between "vessels", "motorboats" and "personal watercraft". Personal watercraft appear to be those waterscooters that we all admire and love so much. They have no lights so the point is well taken.

In most states boats are required to have bow lite, red/green, stern lite and when anchoring anchor lite. Check with your local fish and game office and they'll help I'm sure. I have a twelve volt deep cycle marine battery on Freedom and I can go out for days without recharging. Also have trickle charger on honda 7.5. If you want a killer anchor lite buy a solar charge sidewalk lite at Lowe's and keep it out all day. It will stay lit all nite. Nickname for jetskis around here is "Killer Bees" Fair Winds and Full Sails...Old Salt...

On a small lake, an anchor light probably isn't required...and probably not needed unless there is a lot of night sport boating going on. Fishing folks usually aren't going too fast...scares the fish.

dingys under a certain length only need a single white 360 degree light. (same for a kayak, or row boat).
once you add power and over a specific length you need the R/G lights.
the link you posted are for NB parks, and are specif for them.. above the USCG inland water rules.
but the mac will need a r/g and stern white light. they sell battery led r/g lights w/ suction cups at WM. I have one (older bulb type) for an alum skiff.
and in a pinch a flashlight on the main show up pretty good. (but kills your night vision).
