No plans, no pics, sorry.
This project was difficult to my standards. Because there is no pilot hole for cutting a larger hole into the transom ballast tank, it was necessary to make a plywood template that I screwed onto the hull where the new screws would go for the new gate valve. This guided the hole saw correctly. There is no room for error.

If you need to cut it out with a dremmel you could use something like this to reseal the valve:

You could nest a 3" hole saw inside the 4" one and use it as a guide.

Yes, if the factory placed the 3" hole equi-distant from the top and bottom of the tank. The factory was always perfect according to Roger?
