I've got a 2001

with a Tohatsu 50. If I recall correctly, the best I've done is around 17 mph, but lightly loaded with no passengers. Loaded for a multi-day cruise, two adults & full water ballast...around 12 mph / drain ballast and gain maybe 2 mph. YMMV.

I can consistently get my stock ETEC 60 to run at 17.5 knots (that's just a tad over 20 mph for you landlubbers) with bottom paint (which stole a bit over a knot). No fancy props, just the stock one that came with it and four people on board at WOT and not on a glass lake but in the ICW. It cruises very nicely around 13.5 and 14 knots.
Your story of performance of your bigfoot is inconsistent with other reports.

Not my numbers ... Beene and Highlanders and they have supplied Videos Numerous Video's ..MY Numbers with My 50 are the same as yours

change KPH to MPH But that quiet good for a 50.. You lost me with the ICW as I spent 5 weeks on them out of Port Charlotte and saw good and bad but seldom bad even when the Harbor was choppy.
"inconsistent" ? I have yet IIRC to see anyone reporting difficulties with Mercury BF's. Robert is posting the same #'s for his ETEC 60 as My Merc 50 BF.
I posted the same Etec Yammy shoot out you did but weeks ago..1 thing is for sure I dont want a Yammy after watching that?? But then again I am not into drag racing so will that ETEC last as long as a 4 stroke?? I was maybe still am considering an Etec for a CC..
Deal Breaker for me will be Noise decibels at WOT more then top speed on that boat..and what I find available.....

Excuse my ignorance, but, why would bottom paint slow the boat down?

Friction.... I wax My boats Bottom

with Aurora Sailing wax among other products to reduce friction..

...but what if the hull was blue and you paint it white? In that case the boat will become faster, right?
