You might also want to check the thermostat and make sure that it is not stuck closed. The thermostat's purpose is to restrict the pee flow until the engine gets up to temperature and open up the flow to let the engine not overheat.
One crude check of this is to place the thermostat in some hot water and see if it open up and closes fine.

You mean through the engine. An ice-cold engine will still pee through it's indicator hole. Moral of the story being, don't use someone else's good pot to test a thermostat on that someone else's stove, right in front of that same someone else.

With a properly working thermostat, I too think there should still be some sort of pee stream during cold startup. not to hi-jack the thread. but I have a 1996 50 hp Evenrude. I have NO idea were to get the lower leg oil, I don't even know what to look for, I was hopeing here in canada - was hoping walmart or canadian tire owuld have - any advise, and were do I get the pump?

I had a 1997 Honda 50 and is correct the manifacture did increase the size of opening at the block around 2000, easy fix just unscrew old fitting and add new.
Also the external end of the plastic tube just at the pee hole has a plastic fitting same size as the block fitting and can clog there.
At least at that point you can stick a small wire up about 2 inches and move up and down until it is clear.
I increased that plastic to a brass fitting same ID of the 2000 fitting.
I have posts in the past refering to this problem and may have mentioned part number, do a archive search about a year ago under my screen name. (DaveB)

We have problems here with wasps etc clogging the tubes up but always get my impellers etc checked each year and have just had both the etec and the honda on the dinghy done.
Why do I get it done instead of doing it myself?, because we have a very good and fussy mechanic who is more likely to pick up any other problems while doing it and the places we go are very isolated and harsh if caught out, another reason to have two good motors and tow a dinghy.

I have a Tohatsu 50D and had the same problem. Had a new impeller installed, went out for the first time, got a dribble of water out of the hole, then just steam, and then when I would put it in gear, overheat alarm.
Tried Salt-away to try to clear it but no luck. Back into the shop and with a compressor and hose, they were able to blast out the accumulated deposits (salt) with 120psi and it has been fine ever since. I was half and half fresh and salt, always flushed it after the salt trips, but it stil clogged.
