If anyone is looking for a family friendly boating event the Blackbeard festival in Hampton Va is pretty cool. Its supposedly one of the largest pirate festivals in the US. There are events all day Saturday and Sunday and the fireworks are pretty awesome There is a pay ramp & parking at Fort Monroe (cool stop on its own) in Hampton or free ramp & parking at Willoughby spit across the river. There are multiple anchorage and marina options to pick from. The open bay & beaches are on one side and its a day sail down the river to Norfolk/Portsmouth on the other.
