The only way that's going to happen, or appear to happen, is if the hanger is loose, or the hole for the hinge pin is worn oversize, giving the impression that the hinge is at the rear. I wonder if the rotation pin has come out and it is pivoting on the line instead.
@81Venture: Did you happen to notice if the CB is oriented correctly when down? i.e. thick edge forward, thin edge astern, like a wing?
If it's pointing the right way, it makes me think the previous owner has done a hack job.
If it's pointing the wrong way the hinge pin may have failed.
Either way, IMO, you should fix it.

I think the hinge pin has failed? I'm about to go inside the boat after posting this and see.
I am glad we didn't lose it then...We went out last saturday on the boat but did not lower the board since we did no sailing...
So if I understand correctly the cable is still lowering the daggerboard, but its basically hanging from the cable only... not good
The piece that is hanging out actually looks like it is supposed to be up in the slot, and the rear comes out....there is a hole in this part hanging, and it is white (from rubbing?) and the rest is black with bottom paint...
I am going to check out the pin now...is it a standard SS bolt?

CB looks to be in the correct orientation. Hole is near the bottom when it's folded up. The hanger is very long, and you should be able to easily see the pin through the CB when it's on the trailer, as it's close to the bottom of the hull.
Other than that, see your other thread.
Edit: Oh, and that odd-shaped bit on the forward (in the pic) end is a stop, which reacts against the other, permanent pin in the hanger, to prevent the CB from lowering more than it's supposed to. If someone had the board all the way down, and backed into some lump on the bottom, they could have sheared off a badly deteriorated hinge pin, I suppose. That CB is a big ratchet pawl, in that it will ride over obstructions going forward, and catch on them going backwards, with potentially a LOT of force on the hinge and stop pins, due to the geometry.
