I was just reading my daily e-mail from e-anarchy and ran across this link. It provides the same NOAA charts that Seaclear uses in a PDF format that of course opens with Adobe (or other readers). It is not Seaclear, but it is a quick and dirty source of paper charts, so if your looking for a free paper chart(s) of a region, this website might work for you.
on edit: It does not have all of the NOAA charts, it is missing among others most of the Lake Michigan and Lake Superior charts. But you can check out your area and you may get lucky
