Tighten until the rubber compresses, if it starts to look deformed back it off a little.
There is no set value, its a compression gasket so over time, as the gasket ages, you will have to tighten it a little to keep the water out.

I use D rings with backer plates, webbing running along the centerline. How much is your life worth? Mine is worth a lot more then a $15 piece of dock line. (Dock line is also designed to stretch under shock load, good for holding a boat to a dock, not really good for keeping you on the boat) Safety...
