I had same symptom. Discovered that the ballast vent plug was not sealing cometely. As the boat moved in wakes and waves the water in the ballast tank surged and the force squeezed some water up. The BWY one will not work for storage. It is really just a wheel. No way to protect deck, or secure anchor shank. I bought a Seadog medium size roller with captive bracket, about $100. I installed a marelon thru hull for bilge pump outlet. Much stronger and durable material than the cheap-o plastic ones. It's the non-metal alternative to bronze in through-hull fittings.
