Transport Canada have just recently made HUGE changes to the Small Vessel Safety Compliance regs which in sheltered waters<2 nm from shore allow vessels <8 m with less than 6 passengers to be legal charter operators with skipper needing only PCOP ! It's a simple 4 page 'Self Inspection' Application....
