:) The A-Schein was issued by either DHH (Deutscher Hochseesportverband Hansa) or the Kreuzer Verband in Hamburg. Got one of those too to get started about 40 years ago. With all the new certificates in Germany required to even hoist a sail don't know if the A-Schein is even worth something anymore ...

If you are stationed in Stuttgart - the closes piece of water is lake Constance (Bodensee) It's a pretty big lake between Germany/Austria and Switzerland. Just fly the US flag and the police will probably not mess with you. Germans need to have a special license for that lake. Hope that info helps a...
