I have a 24inch tear in the leech of my Genoa. Where can I send this sail to get stitched up and cleaned/re-siezed?

I can't locate this plate. It's the one referenced as "required by the Coast Guard" that contains boat number and occupancy limit. When I registered my boat in Iowa, they wanted to know the occupancy. I suppose it is "OR" (Operator's Responsibility). Can anyone enlighten me? Thanks
